Preheat the oven to 375°F (190°C).
In a large mixing bowl, combine the all-purpose flour and cold unsalted butter. Use a pastry cutter to cut the butter into the flour until the mixture resembles coarse crumbs.
Add the ice water and mix until the dough comes together. Shape the dough into a ball, wrap it in plastic wrap, and refrigerate for 30 minutes.
On a lightly floured surface, roll out the dough to about 1/8 inch (3mm) thickness. Use a round cutter to cut out circles slightly larger than the openings of a muffin tin.
Press the dough circles into the muffin tin cups, forming mini crusts.
In a separate bowl, whisk together the eggs, milk, grated cheddar cheese, diced ham, chopped green onions, salt, and black pepper.
Pour the egg mixture into the prepared crusts, filling each one almost to the top.
Bake for 20-25 minutes, or until the quiches are set and golden brown on top.
