In a large mixing bowl, combine the warm milk, sugar, and yeast. Let it sit for 5 minutes until frothy.
Add the melted butter, salt, garlic powder, and grated Parmesan cheese to the bowl, and mix well.
Gradually add the flour to the mixture, stirring until a soft dough forms.
Knead the dough on a lightly floured surface for about 5 minutes, until smooth and elastic.
Shape the dough into a ball and place it in a greased bowl. Cover with a clean kitchen towel and let it rise in a warm place for 1 hour, or until doubled in size.
