Preheat the oven to 450°F (230°C).
In a large bowl, mix together the flour, garlic powder, salt and black pepper.
Dip each cauliflower floret into the milk, then roll it in the flour mixture until well coated. Place the coated florets on a baking sheet lined with parchment paper.
Bake the cauliflower bites for 20-25 minutes, or until crispy and golden brown.
