In a large pot, melt the butter over medium heat. Add the chopped onion and minced garlic, and cook until the onion is translucent.
Add the all-purpose flour to the pot and stir until well combined. Gradually pour in the chicken or vegetable broth while stirring continuously.
Add the broccoli florets to the pot and bring the mixture to a boil. Reduce the heat to low and simmer for about 15 minutes, or until the broccoli is tender.
Using an immersion blender or a regular blender, blend the soup until smooth and creamy. Return the soup to the pot.
Stir in the milk and cheddar cheese until the cheese is melted and the soup is heated through. Season with salt and black pepper.
Serve the broccoli cheddar soup hot and garnish with additional shredded cheese, if desired.
